Aceste materiale sunt concepute pentru a sprijini predarea și studiul individual atât pentru studenții USM, cât și pentru toți cei interesați de politicile, instituțiile și provocările de securitate contemporane ale Uniunii Europene.

This textbook, examines how the European Union has developed from a primarily economic community into a complex international actor with growing responsibilities in the field of peace, security and crisis management. It focuses on the EU’s eastern and southern neighbourhoods – regions where conflicts, state fragility, energy interdependence, migration and geopolitical rivalries directly affect the security of the Union and its citizens. The central idea of the book is that EU security cannot be understood in isolation from its neighbourhood and that the Union’s external policies increasingly combine diplomatic, economic and security instruments in order to stabilise and transform its surrounding environment.

Part I provides the conceptual and institutional foundations. It analyses the evolution of the EU’s external relations from the early decades of the European Communities, through the Cold War, the Maastricht and Lisbon stages, to the current debates on “normative power” and strategic autonomy. It then introduces the main actors, institutions and decision-making procedures of EU foreign and security policy, including the Common Security and Defence Policy (CSDP). Enlargement is presented as a specific form of foreign policy with strong security implications, while a separate topic addresses the external economic dimension of EU power. Finally, the part explores the European Neighbourhood Policy (ENP) and the modalities of the EU’s “Eastern” and “Southern” initiatives, showing how the Union tries to shape its surroundings through differentiated partnerships, regional formats and a mixture of incentives and conditionality.

Part II turns to the Eastern neighbourhood and examines concrete security challenges and the EU’s operational role on the ground. It begins with a mapping of conflicts in the wider European neighbourhood and explains how and why the EU decides to engage in them. The Black Sea region is analysed through the lens of energy security and geopolitical competition, while the topics on EU–Ukraine, EU–Moldova and EU–Belarus relations highlight how association, candidate status, sanctions, hybrid threats and resilience shape security agendas in the East. Throughout this part, 9 the book links high-level policies with field practices, showing how EU instruments are implemented in conflict and post-conflict settings and how their effectiveness can be assessed.

Part III focuses on the Southern neighbourhood and explores the complex relationship between security, governance and regional order in North Africa and the Middle East. The textbook is designed for students of international relations, European studies, security studies and related fields, as well as for practitioners who wish to gain a structured overview of the EU’s role in its wider neighbourhood. Each topic combines conceptual explanation with empirical examples and highlights key debates in the academic and policy literature. By the end of the course based on this book, students should not only be familiar with the main policies, instruments and regional cases, but also be able to critically assess the opportunities and limits of the EU as a security actor in its eastern and southern neighbourhoods.
